Yes, it is. A successful Ethernet-APL physical layer test certificate (executed by a PITL or by an authorized test lab of the other APL SDOs (FCG, ODVA, OPC-Foundation)) is a pre-requisite for the PROFINET Certification test (exclusively executed by a PITL).

I understand that APL physical layer testing is either done by PITL, ODVA, FCG, etc, and is a requirement for getting a PROFINET certification for an APL device.

Is it also required that the device have a certificate for Intrinsic Safety (2-WISE / IEC 60079-11) before PNO will issue the PROFINET certificate? Or is it possible to get a PROFINET certificate before the device completes it's intrinsic safety evaluation/certificate?

The order in which the tests are carried out is predetermined.
Intrinsic Safety (2-WISE / IEC 60079-11), EMC and manufacturer specific physical layer tests are a prerequisite for the Ethernet APL Conformance Tests executed from PI, ODVA, FCG or OPC Foundation.
The APL Conformance test is a prerequisite for the PROFINET Test.
