Can a controller be setup to RejectDCPSet, but not be a Security Class 1 device?

So I've tried re-installing but to no avail and running with only one network card enabled (192.168.0.30 IP Address). I have tried a couple different names including the Default Device_Type. A new test will create a new folder in the "Out" location with the Testling ID name and it's append...

Has anyone used virtualization (Hyper-V or VMWare) for in-house testing? Specifically a Windows 11 VM for the Automated RT Tester PC, and a Ubuntu VM for the netload testing.
