I asked an expert on the issue and here is what we wrote: "I believe the question is about whether the APL port should be considered a DC supply port or a data port for the purposes of EMC testing under the relevant EMC standard. The test requirements differ. NE21 had already defined this for Profibus PA, and the definition therefore applies to an APL port as well—specifically, the port is to be regarded as a "data port" (or, as the question puts it, a "wired network port")."
