From PROFINET point of view (and ONLY from PROFINET point of view), "Secure Cell" offers a way to use devices with PN Spec versions before V2.5.
The CRA contains many requirements, which are in the responsability of the device manufacturer. If the manufacturer is able the issue a CE for its product based on V2.46, secure cell offers the operation mode for the end user.
