What is the entire procedure for obtaining a PROFINET certificate ?

There are fees for the test at the PI Test Labs, which all have their individual price list. So you have to get in contact with them.

In addition, fees for issuing the certificate at PI central business office (PNO) have to be considered.

The scope is based on the features your device supports according to its GSDML file.
Depending on the conformance class the mandatory features needs to be checked.
In case of supporting optional features, these are tested as well.
Besides the "normal" PROFINET RT tests, netload testing is performed and IRT (if supported) is checked.
In case of supported profiles (PROFIsafe, PROFIdrive/ENCODER and PROFIenergy) these profiles needs to be tested as well.

I would appreciate your thoughts on the following questions.
1) As a PI member, is a vendor allowed to sell an uncertified PROFINET IO Controller to their customer, provided the customer is explicitly informed about noncompliance and lack of certification? Let's assume that the product doesn't use any PI logos nor make any claims about PROFINET compatibility.
2) For an end user who is not well aware of PROFINET certification, what are the consequences of using an uncertified PROFINET IO controller in their automation solution?

The general rule of PI states that certification of PROFINET products that are to be launched on the market is mandatory, regardless if a company is member or not. Before you launch your PROFINET product on the market, you must have it certified, regardless of whether a pre-certified module from a supplier is used. However, if a manufacturer sells a product and the user assumes that it is a PROFINET-compatible product, but the manufacturer has NOT had the product tested for certification, the risk that it will not be interoperable with certified products from other manufacturers can be quite high. Since the PROFINET Controllers communicate with many PROFINET Devices and an incompatibility occurs, this will have a bad impact on the vendor's reputation.

Is the Profinet Certification of device include FDI Device Package?

PROFINET certification can be carried out without an FDI device package. However, certification of an FDI device package is only possible for a device with a valid PROFINET certificate. Both are separate certificates.
