What are the requirements for the PC, operating system and network card for ETS setup?

Is the Siemens Simatic IPC847E/D still required for the ETS setup or is any PC with the required operating system and network card sufficient?

For official certification a specific PC (IPC847E/D) with specific network card is defined to ensure reproducible results.
For in-house testing even other network cards / PC with Windows might work but without support in case of issues. The specified setup is recommended.
