Is ETS-Board only for testing devices which supports PROFINET over TSN? A few testcases failed with ETS-Board and passed with the standard-test-setup. (for example non-profinet-neighbor-test)

No, the ETS Board is used in official certification for CC-A, CC-B and CC-C devices.
With the migration of the test cases to ETS sometimes also test coverage was added, so there is the chance to fail the tests.
