Is security only a matter/function of the development tool or also an implementation of the manufacturer?

Vendors need to be able to create valid GSDX files if they want to claim conformance to Security Class

• 1. Vendors need to be able to create GSDX files. The signing tool shown today is intended for vendors.

• 2. The Engineering tool needs to be able to work with and validate GSDX files
