Smart cards offer a more secure and proven mechanism for storing cryptographic keys. If an attacker steals the cryptographic key from the manufacturer, he can sign any GSDX files on behalf of the manufacturer. A softkey, for example, would be easier to copy and therefore steal than a smart card, which is only taken out of the safe for the signing process.
