Do I need to wait for PROFINET Test Bundle Version 2.45 to use the ETS for precertification (because of not full migrated yet)?

No, starting with version 2.44, ETS is part of the official certification, because the device test cases were already migrated. With the upcoming version 2.45 bundle even the controller test cases are based on ETS.
